Head Start
ESC-Region 19 Head Start is an early childhood development and education program funded by the federal government. It is designed to improve the quality of life for disadvantaged children and their families in El Paso and Hudspeth Counties.
It is the third largest Head Start Program in the state of Texas serving more than 3,800 children and 213 infants, toddlers, and pregnant women. The program provides high quality comprehensive services that enable children to succeed in school and empower their families.
ECI
Since 1981, Texas Early Childhood Intervention has been helping families and their children who are delayed in their development. Some children need extra help growing and learning. Through the years, ECI has guided families along the way, helping their babies and toddlers reach their potential. There are three local ECI programs in the El Paso area that are part of a statewide network funded by DARS (Department of Assistive and Rehabilitative Services)-Texas Early Childhood Intervention in Austin, Texas. Our statewide mission is to assure that families with young children with developmental delays have the resources and supports they need to reach their goals. Direct services are provided for children from birth to three years of age with a developmental delay, a physical or mental condition that has a high probability of resulting in developmental delay or atypical development. Services are based on the individual needs of each child and are provided in home or community settings (based on the zip code of residence).
