An educated society that contributes to an improved quality of life.

This is the vision statement for Education Service Center-Region 19. The statement may be perceived to be somewhat too idealistic. Yet, the El Paso media consistently speak of the high incidence of functionally illiterate people among us and their impact on the economy, society, and development of our city and region. There cannot be any misunderstanding that for all of us, as a community, this is the most serious issue we face. Since this is true, our vision statement should be considered to be more realistic than idealistic. If our vision is to move toward educating the entire population, we may begin to see the clear possibility of an improved quality of life for the community. Our school districts bear the brunt of leading this effort and ESC-19 is committed to support them.

This Education Service Center exists to educate the community in order to create opportunities for an improved quality of life.

Our mission statement, in support of our vision, expands the normal perception that education only happens in school. If we are to educate the entire community, it will require that all elements of the community: community-based organizations, businesses, schools, colleges, and private citizens all join in the battle against illiteracy. The task is so immense--the illiteracy rate is estimated to be one out of every four citizens in El Paso-- that it will take all our efforts. The ESC-19 is focused on its mission to help anybody interested in helping to educate the community. ESC-19 provides academic, technology and special programs from migrant services to special education programs that constitute the core of professional development we provide teachers, para-professionals, administrators, and board members. We also house nutrition, career education, early childhood and Head Start services that widen our footprint in the community. All these efforts address what our vision and mission statements suggest.

Our new web site and our services catalog set out a variety of options available to anyone in the region who may wish to avail themselves of the opportunities therein.
