Region ESC 19 was selected to pilot the Texas Strategic Leadership and Effective District Framework. The Texas Strategic Leadership (TSL) prioritizes the importance of systems thinking, performance management, executive coaching, strategic leadership, landscape analysis, and capacity building. TSL supports districts in prioritizing student outcomes and engaging stakeholders in the process of change management.
The Effective District Framework (EDF) is a comprehensive approach that supports school districts in aligning their critical systems to deliver a rigorous academic and supportive student experience.

- Engagement in Landscape Analysis illuminates the current state of the district.
- Strategic Planning with prioritized research-based strategies.
- Implementation of high-level performance management systems alignment to execute priorities.
