Application Process
The following steps make up the application process for the Teacher Preparation & Certification Program. The steps are done in order, and an applicant may not move on to the next step until the previous step has been completed. Once all steps are complete, the application packet will be reviewed as a whole, and a final acceptance decision will be made.
Step 1. Meet Entry Requirements
- Bachelor's degree or higher from an accredited institution of higher education
- 2.5 GPA or higher overall on a four-point scale, or 2.75 GPA minimum for the last 60 hours
For applicants with undergraduate or graduate degrees from institutions of higher education outside the United States, see Foreign Requirements.
Step 2. Application
Complete the application which can be found here.
- The Application requires you to submit and upload the following:
- Four references to include their name and email address
- Copy of driver's license or other state-issued ID
- Copy of your passing scores on all sections of the Texas Success Initiative (TSI) exam
The Texas Success Initiative is used to measure the academic readiness and English Language Proficiency of people seeking a teaching certificate. . The TSI exam may be taken at EPCC - Testing Services - TSI Online Assessment or UTEP General Information. In order for you to register for the TSI you have to complete the Pre-Assessment Module (PAM) which you can take online.
You may take the PACT Essentials (View Test Details) test instead of TSI.
Step 3. Transcript Evalution and Application Fee
Submit official copies of transcripts from all universities and colleges attended, even if the transfer hours show up on another transcript. Send transcripts preferably by e-script to cflores2@esc19.net OR send mailed transcripts to the address below. To be considered official, the transcripts must be sealed in a university envelope if delivered in person.

We will evaluate all of your course work to determine what certification area you qualify for.
*PACT exam will be required if candidates are seeking a certification not approved by their transcripts.

- Breakdown of fees: $25 for transcript evaluation and $75.00 application processing fee
Step 4. Online Assessment (Haberman)/ Phone Interview
You will take an online interview designed to measure your potential for teaching and you will also speak with a Professional Development Consultant over the telephone in regards to your interests and attitude towards teaching. You will receive a score for each component. Anything above a 30 will be considered a passing score.
Step 5. Final Evaluation
After your file is complete, it will be evaluated and scored against a rubric. All parts of the application are taken into consideration. An acceptance decision will be rendered, and you will be notified of your status.
